Fred Phelps in Franklin?

Saw a guy wearing an Australian/cowboy hat standing on a street corner in downtown Franklin, MA today. He was holding a large sign that said:

GAY FASCISM
OUT OF OUR
SCHOOLS + GOV.

I wonder what that was about?
