There's something insane about all this; apparently the default assumption is that sewer lines last for all Eternity and thus the high cost of replacing them isn't important. Yet every so often we hear about some century old line in a town or city giving out and causing problems and we hear about how the rivers get polluted in part because of leaky sewer pipes. Maybe the primary concern of the government should be public health, and some kind of break given for citizens who ain't rich?
