Little girl in taxi

This morning at around 8:05am, my work shuttle passed a taxi. I was looking down, and I saw that there was a little girl sitting in the front seat. She was wearing a pink shirt, and couldn't have been more than five or six years old. I didn't see a car seat. She leaned pretty far forward as I watched, and I didn't see a seat belt on her either.

As the taxi drove past I also didn't see anyone in the back seat.

I got the taxi's number. What do you think I should do? I don't want to get some poor taxi driver in trouble for having his or her daughter along in the taxi...but I'm pretty sure that young children are NOT supposed to be riding in the front seat, particularly not without car seats!
