Scrolls and potions DO stack. You can only have one scroll active, whereas potions you can have one guardian, one battle and one special operating at the same time. There are some things that Scrolls do that potions don't (like recall scrolls, which means you can hearthstone multiple times without cooling) and some things potions do that scrolls do not.
