Heard back from Security. Apparently I'd forgotten that everything not mandatory is forbidden. So when I'm asked to send a file off-site during some emergency in the future, I'll be totally unable to help.
They claimed that my IP wasn't being blocked by them, so I ran a pathping to see what was going on. Here are the results, with the company name and IP blanked out:
