Off-hand I suspect people figure that if they haven't died or nearly died from something then they aren't going to or even can't die. To an extent we probably all do this, but in lesser ways; if we thought too much about the possibility of getting killed or hurt from everyday activities we'd all be sitting in our closets hiding.
The last time I saw something like this was at a reenactment event. There, they weren't handling petrol. It was gunpowder. Lots of gunpowder. We're an artillery unit, we use it by the 10-kilo box. Holding cigarettes OVER the powder box, so any stray ash would fall into it. Wibble.... I backed away gently and found an officer - they're the ones meant to deal with misfired cannon and similar dangerous things.
