I used to know, but now I don't remember. Hmm. I think it was something about developing an Osmotic Bomb...or possibly, a food source for starving regions which could be dropped in large quantities from airplanes.

Although if they dropped watermelons from airplanes, I imagine that the results would be rather spectacular - even if the watermelons were burst-resistant. :D
